Let the negotiations begin

This came in the form of Senator Dave Gowan—who was, at the time, pushing a rival bill that included historical horse racing. Tribal representatives saw Gowan’s move as an attempt to impede on reservation turf. So, in retaliation, they stalled negotiations.
The drive for the proposed 2021 bill was frozen temporarily until State Senator T.J. Shope amended legislation and removed the offending component. Unfortunately, historical horse racing was not a part of it.
Everything changed for sports betting online in the state
In 2020, COVID-19 took the world by storm. Tourism revenue in AZ was severely impacted, unemployment was skyrocketing, and local casinos were sustaining heavy losses. Something needed to be done.
The pressure was on to get AZ sports betting legislation pushed through at the committee level. The process was set in motion in March 2021 until another clause—this one involving collector car auction terms—threw a spanner in the works.
On 15 April, the amended version of the Arizona sports betting bill was signed into law by Governor Doug Ducey. HB 2772 was passed with an impressive 23-6 margin.
